How do you apply to CQC to register a home care agency?

The CQC application for a home care agency, step by step from CQC's own pages: what to have ready, what goes in the one email, the 25 MB limit, what happens if it is rejected, and the assessment stages.

monthsCQC's own estimate: "a few"

One email, everything together: provider forms, manager forms, the personal care form and all supporting documents. If anything is missing the application is rejected and a resend starts again at the back of the queue.

From CQC's homecare "how to apply" page (12 May 2026). CQC says the process "can take a few months".

The stages

  1. Ready firstCQC: only send the application when everything is ready to start providing services. DBS done, premises set up, staff recruited. CQC cannot hold applications.
  2. FormsMain provider form (space for 1 location, 1 nominated individual, 2 partners; extra forms beyond that), manager forms if needed, and the personal care form with your market research.
  3. DocumentsThe full list, each labelled correctly, accurate, relevant to your service, with your statement of purpose.
  4. One emailEverything to CQC's applications mailbox at the same time. 25 MB limit; zip, or split across numbered emails with the provider name and type in the subject.
  5. AssessmentInitial checks, then possibly a fit person interview, a site visit and a nominated individual discussion. Agree dates within 28 days or the application may be returned.

CQC's final checks list

Before sending, CQC asks you to confirm that you and your managers have answered every question, signed and dated all declarations, completed any additional forms, included evidence of skills, qualifications and knowledge, and (managers) given a full employment history with gaps over 4 weeks explained. Supporting documents must include everything asked for, be correctly labelled, accurate and relevant to the service you want to provide.

What rejection costs

CQC's words: "If your forms or documents are missing or incorrect, we will reject your application and email you to explain why. You can correct and resend it, but this will count as a new application and will not keep its place in the queue." With DBS certificates valid for 12 months, a rejected application can also mean a new DBS.

Premises

Even for care in people's homes, CQC needs your main office in the locations section: an address in England, not a PO box, where records are kept safe and secure. CQC says it might refuse an application if the premises are not suitable.

After the decision

CQC emails the outcome. Once registered, the notifications duties start, and every policy's review date becomes a live deadline.

Who this is not for. Existing providers adding a location or changing a registered manager: those are variation applications with different forms.

Questions

How long does CQC registration take for a home care agency?

CQC does not give a fixed time. Its register-as-a-provider page says the process is rigorous and "can take a few months". Assessment dates must be agreed within 28 days of being contacted.

What happens if my CQC application is incomplete?

CQC rejects it and emails the reason. Resending counts as a new application and does not keep its place in the queue.
