8 documents from every provider, 6 extra for home care and supported living, 7 to keep ready, and the personal care form.
That is CQC's own list as published on its supporting-documents pages (everyone: updated 10 August 2026; home care: 15 June 2026). Home care agencies do not need a financial viability statement. Specialist services for autistic people and people with a learning disability add 2 more.

What "policy" means to CQC
Every one of these must carry your business name, the person responsible, a created date, a review date, and up-to-date references with working links. CQC says a residential care template will not work for a home care application. The review dates and working links guide covers what that means in practice.
Use the free checker to turn this into a tick list for your own application, with the forms and DBS checks included.
Who this is not for. Residential care homes, nurses agencies, clinics and anything outside England: their lists differ.
Questions
Does CQC require a policy pack?
No. CQC requires the documents it lists. Where they come from is up to you, but CQC warns that third-party templates must suit your service type.
How many policies does a home care agency need for CQC registration?
8 core documents and 6 extras are sent with the application; 7 more should be ready in case CQC asks. Two of the extras (insurance, evidence of legal occupancy) are things you obtain rather than write.
